I think you could bypass the regulation by making a supplement or multiple supplements that give you the building blocks to manufacture NMN instead of NMN in supplement form
I wonder how many dollars it took to get the “FDA” to make this decision.

It’s kind of a “miracle supplement” for those of us who are older. I’m 57 and felt like I was 90 for much of my life due to my M.E./ CFS. But after adding NMN, I feel like I’m in my early 30s. It’s a massive difference.

And the countries that just follow the FDA because they don’t have the money for their own organizations. A number of Latin American countries do that.
They tried to outlaw Kratom for years and failed.
I’m in England and I was ordering from Renue directly from the US and I’ve also ordered Renue from their UK supplier Nadlabuk who have said they can no longer supply NMN. I’ve switched to DoNotAge but only time will tell if they will be able to continue selling NMN.
